How this can happen is that someone installs you a new card and forgets to install the driver for it. Or someone accidentally uninstalls the driver. You can fix this by finding out what the video card is by either opening up the computer and looking at it. Or you can get unknowndeviceidentifier. With this program it can tell you what type of brand of hardware you have installed. Once you have that you can go to the manufacturers website and download the drivers and install them. Then you should be able to scroll smoothly. Also just because you have drivers installed doesn't mean you never have to update them either. If you update them you could get more functionality of your hardware. Like for graphics cards the driver updates usually give you a speed increase for playing specific games.
